Annual Reports

The Michigan Justice Fund was established in early 2020 to stimulate investment in initiatives advancing effective and equitable justice policies. We work to support the economic mobility and success of people with criminal records, reduce reliance on confinement and adjudication, and stem the flow of individuals into the Michigan criminal legal system.

The 2025 annual report highlights the critical and innovative work of our grantee partners and outlines our community investments and grantmaking.

Shifting Public Spending

Michigan’s approach to public safety is changing, Public investment is steadily shifting away from costly, punitive responses and toward prevention, diversion, reentry and community-based solutions that serve people more effectively. This isn’t a tradeoff with safety; it’s central to it. Redirecting public resources toward what actually works is proving that smarter investment and safer communities go hand in hand.

Reducing Incarceration

For decades, the carceral system has been the default response to social harm, poverty, and behavioral health crises. Michigan has charted a different path, trading reactive, punitive models for proactive, community-rooted ones that address root causes. That shift means trusting the people closest to the problem, organizers, advocates, and directly impacted leaders, as the ones closest to the solution.

Economic Mobility

The economic consequences of incarceration persist long after release, and MJF believes a person’s past shouldn’t be a permanent impediment to future progress. Our strategy combines meaningful employment, stable housing, workforce partnerships and systemic policy reform — from public-private hiring partnerships to comprehensive reentry services for impacted groups, to investment in social enterprises and entrepreneurship led by directly impacted Michiganders building lasting economic stability.
