In Jefferson-Chalmers, a plan is underway to slim down busy Jefferson Avenue into something a little more neighborhood-friendly. Jefferson East Inc announced today that crews have begun installing five landscaped islands between Lakewood Street and Alter Road, a historic retail area enjoying a small resurgence.
